CEL 16...fuel injectors

CEL 16...fuel injectors
the car kept on throwing code 16. ive used seafoam to run through the injectors and ive even switched injectors with a buddy. the code still comes on. any suggestions?

do an ohms test with a multimeter on each injector im not sure the specs.
but i THINK they are supposed to range from 10-14 ohms.
