Default Having Problems with 99 H22A4 in 92 Accord

I have a 99 H22A4 in a 92 accord, P13 ecu, Accell 255 low impedance injectors, TD61 distributor. When i start the car it sounds like its misfiring. It runs on cylinders 3 and 4. Cylinders one and two are getting spark and the injectors are firing also. It has a resistor box on the injectors. I can pull the plug wires off of cyliders 1 and 2 and i get no change in idle also the runners on the header for these cylinders are only warm to touch. can anyone help me figure out why the car is doing this ive ran new wiring for the injectors replace the injectors several times, replace the resistor box used anode lights and checked the timing. any help would be greatly appreciated.
