My h22 engine will not crank over.

Default My h22 engine will not crank over.

I'm at a lose here. The first time I installed the engine I went to start it and nothing happen. The starter just made clicking noises. I notice there was a excessive amount of current draw on the amp meter I was using to check it. I pulled the spark plugs and tried rotating the engine using the crankshaft pulley. The engine would not turn.
I removed the engine and everything from it and was going to have the cylinders re-sleeved. thinking the piston were stuck to the cylinders walls. The last thing I removed was the tranny. Before loading the engine block into the truck I tried 1 more time to move the crank. And sure enough it move nice and easy.
Now after replacing the clutch and throw out bearing. I put it all back together and reinstalled the engine. Checking to make sure the crank rotates with each piece I install. After putting in the oil and anti-freeze. The last things I installed were the drive shafts. And the engine crank did not move. CAN SOMEONE PLEASE HELP!!!!
