I got a 99 civic ex and i am trying to replace my stock steering wheel but i have a problem..i cant figure out how or where this white wire goes and this black circle thingy goes..

if anyone knows or where i can find a write-up with pictures..that would be great..thanks

 

You need a whole new cable reel. The one you have is completely fucked.
