Metal Nibbler
not really tech but a nibbler will leave dents if not done properly, you best bet would be with a dremel, but make sure to put lots of tape around where you cut because when the paint heats up, it will start to bubble a little. Taping will help prevent this.
you can get one from harbor freight i have one and it works good on thin stuff but 16 gauge aluminum is the nibblers limit.
the nibbler is not the best tool for what you are doing the base around the actual punch is a blind spot when cutting along a line.
i used a air die grinder and a dremel when i installed my side markers so i would recommend either of those tools.

using a dremel with the new reinforced cut off discs they sell as a kit with the quick change adapter and i believe 5 discs will work perfect for this.
us the cut off dics to rough out the shape and the discs last long because they are the same a regular 3" discs but these are much smaller.
then just clean it up with a grinding stone on the dremel to shape the edges and smooth everything out. try not to grind in the same spot to long because it will heat up the metal alot and it may cause it to bubble.
you should be fine just measure twice and cut once

do not use the nibblers! bad idea.... i nibbed out my fender for the sidemarkers and its not clean at all. its too choppy looking and the fender isnt flush looking when you nib pieces out. a dremel is the best way.
Nibblers are at Home Depot in the electrical isle where the sell tools for electricians. You can also find them at better hardware store like true value. Same department.

But I agree, use a dremel or that stepped drill bit shown above. The stepped bit would probably the cleanest. You'll need a corded drill for the extra power.

If your going to buy a nibbler buy an air one they are easier to control and do alittle practicing with it.I cut out side marker lights for ambulances all the time and they work great.But by the sounds of what your doing I would say a step bit and a dremel.
