Default Rebuild on a 2.2L

I recently rebuilt a 1994 Accord 2.2 Liter engine, and over the weekend I installed it into my 1993 Accord automatic. I went through the required starting techniques. When I started to let it idle I noticed a very big surge. It would idle at around 1000rpm, give or take, then would drop to about 550rpm. It would continue to do this until the engine was warmed up enough to turn the cooling fan on. I adjusted the distributer a little and it took some of the drasticness away, but it is still there. I took it out for a break in drive and when I pressed the gas, it was very sluggish until it reached about 2400rpm, then it would be as though a turbocharger kicked in from a lag phase. It would speed up and rev to 3500rpm, then it would do it again on the next gear. The surging will come back at random intervals, whether during driving, or at a stoplight. The lag phase has yet to fade. A friend that turned me onto this forum said that it might be a sensor. Help me.

Have u checked your 02 senors? Thats what mine did when I installed some headers I didnt have the 02 sensor in. Everytime I hit a certain speed the car spurted and seemed if it wanted to stop then after doing that awhile it felt like a small boost went through.
