Yes, it plays cds.
I'm guessing it doesn't play dvd's. The navigation uses a cd disc to read from, and in 97-00 when this was designed, dvd's were very new.
So I'm 99% sure it doesn't play dvd's.
And I know it doesn't pick up North American radio stations either, Japanese stations broadcast on a different radio band than north American radios. So to get it to work, you could theoretically modify the radio mechanics.

I haven't heard anything, and I think i know why.
The JDM navigation uses a cd for it's ROM navigation system, NO U.S. equipped vehicles cam with a rom type navi and had cd's. The only Rom type navigations were dvd's.
