Salvage yards are your best bet, usually a car manufacturer will stop producing parts for a vehicle after about 10 years, so it can be difficult to find new OEM replacements.

I just looked in my estimating system and the only outer quarter panel so far that has been discontinued for a 93 Civic is the 93-95 right side quarter for a coupe. Left side is available for a coupe for $468.50, both outer quarter panels are available for a hatch $468.50 each, and for the sedan both are available at the same price $468.50 each.

If you are unable to find one in the salvage yard, check with your local Honda dealership and see if they can order you one.

You dont want to do a whole quarter replacement for rust. Patch panels should be the ticket.

I got my new quarters on ebay, and they have worked like a charm. and its a 4dr so the quarter came with the piece that comes down to the rocker panel. 125$ for 2 aftermarket panels.

I was talking to a guy recently who thought that the front fenders (where it meets the bumper) matched the opposite rear side quarter panel where the standard rust is. He had a 92-95 hatch.
That was the first I've heard of that working, but it may be worth a try, or if anyone has done this before......?
