yes I searched and found there isn't a difference between the 96-98 ctr lip, and the 99-00 si lip, but didn't find a definite answer as to how the 99-00 si lip fits on 96-98 bumpers... so uhh will it fit perfectly like I want???

I'm not sure if I understand what you're saying, but 99-00 lips are different from 96-98 because the bumpers were different. A 99-00 lip won't fit on a 96-98...atleast not directly.

actually, the ctr and si lip for the 99-00 civic are NOT the same..theyre pretty similar though haha
