Why are some 99-00 hatch moldings and the back lisense plate bin painted and some arent. Was it an extra option?

because of different trims. like how a dx coupe has non painted moldings but the si does.

It depends on the trim level.

No USDM '96-00 hatchbacks had factory color-matched trim pieces. Thus, any hatchback you see with painted mirrors, moldings, door handles, or plate surrounds have been painted aftermarket by choice of the owner.

The rear spoiler was the only '96-00 USDM hatchback trim piece that came painted from the factory, and that was only for DX trim. The CX had an unpainted spoiler.

For '96-00, EX and Si trims had factory color-matched mirrors, moldings, door handles, and plate surrounds. The Si additionally had color-matched side skirts, which were unpainted on the EX.

CX, DX, HX, and LX trims had no factory color-matched bits (other than the spoiler on DX 3dr and the plate surround on '99-00 LX). VP trim was a special case - the VP 4dr had painted moldings, door handles, and plate surround, but unpainted mirrors and side skirts.
