rotors causing car to wobble?

Default rotors causing car to wobble?

i know when the rotors are warped, and i press on the brakes the car wobbles. BUT for me when i'm moving slowly, i feel the car wobble alittle bit. would that be rotors? the previous owner said he had the rotors resurfaced.

Or an unbalanced rim, or a low quality tire, or a defective/worn CV axle, or a warped rotor with a rubbing pad....
