HELP taillights,cluster and fog light won't turn on

HELP taillights,cluster and fog light won't turn on
ok i have a jdm frotn teg and all of the sudden my fog lights, cluster and my taillights won't turn on
at first i thought it was a use and i checked and the fuse isnt popped
the thing is when i activate my alarm my taillights,sidemarkers,and cluster light flashes just like it used to
but when i go to turm my headlights on like the first spin nothing happens then when i go to 2nd spin my headlights do turn on
i cant think of what can the problem be
anyhelp would be great guys
