Default catalytic converter to cat-back flange bolts (welded?)

How do I remove these three bolts from the flange? It seems like they are welded to the flange. I was in process of installing catback and could not separate the stock catback. I ended up using dremel and hack saw to cut them off. Now I am stuck with cut off bolts on the flange.

they like to get really rusted. lots of wd40 or pb blaster does wonders.

Finally, I got that DAMN bolts off the flange. It took some heating with propane torch and lots of PB blaster, then bit of pounding with hammer. I used cobalt bit to drill one of the bolts since I cut off the head and thread. Anyway, apexi WS II is on the car now
