Take it to a body shop, a friend of mine had them cut the holes. It cost him $10.
If you can't install them once the holes are cut, you're either simple Or high.

plenty of time, you need a dremel, some tape, and a steady hand. if you're scarred to cut away, the you should get the fender that have the hole cut out already.

what I did was, use the template but it wasnt perfect. then sanded down the area inside the template and a tiny tiny bit outside the template. Then preceeded to cut it out. For me, this way was better so the paint wouldnt chip. drilling or cutting directly into paint (sometimes) causes a spidering affect and starts to chip off. Afterwards I sprayed an anti rust protectant and then airbrushed the unpainted areas. it looks really good. Almost as if it was an OEM part. I guess it all depends on who and how well the mod was executed.
