It's not a hard procedure, just look the bumper over. Usually 2 screws going through the bumper into the fenders (1 on each fender). Then there are retainers on the top and bottom of the bumper (not sure of the exact amount). I know on my 98 EJ6 you have to remove the bumper in order to replace the headlamps, if that's what you meant by the above statement that I bolded.
