I just went out and measured mine (I have my stock cat sitting on my workbench), it's exactly 16.5" from flange to flange, measured on the outer edges like your picture.
That's my stock cat. I currently have a test pipe, one of those eBay "racing cats", that's really just a resonator. It's the exact same length and is the standard length.
My final answer is 16.5"
P.S. Mine is a 90 civic hatch, so basically same as yours.
