Default Cat on OBD II

I am buying a cat converter and need to find out if a universal cat converter would work on OBDII? I was looking on Magnaflow and really wonder about the new one they have that says EPA OBDII california legal/required something like that and they are pricy.

Anyway, I got OBDII lude universal hi flow would be ok? or I need to get that OBDII? Also, what's the difference in california emission to other state? just curious..

any suggestion would be great.
