can these be improved with cut and polish or does it need respray???

i'm no expert, but i'd say the hood would clean up. but roof is pretty beat

bad pics, hood should be ok if you use a rotary, and probably meguiars 84. roof is gone.

yeah the roof looks like clearcoat failure while the hood just looks badly oxidized.
With a product like Klasse AIO coupled with a good hi-cut polish and then a final polish should come out pretty nice. The roof is probably going to be a lost cause though.

Yep, roof looks like total CC failure, hood seems salvagable (Oxidized)
