Default running slow

I have a 93 del sol with a 170 hp B16A, but me and my friends can only get it to run as low as 16.2 in the 1/4 mile. I replaced my TPS and O2 Sensor. But sometimes when I start out in 1st gear it lags until about 4000 rpm, then it kicks and drives faster. And whil eim cruising at like 70 mph and i have my cruise control on it will kick randomly like its gotten more power. I dont know whats going on, so if anyone can help that would be awesome.
