question...

If my Oxygen sensor is out...could that cause me to run slower than im supposed to be?

No, it can cause a CEL though

Well, it could certainly cause him to run rich/lean.

So yes.

But get it replaced, you'll get batter gas mileage and get your ecu to go back to the correct timing.
