Default DC2 Front Wheel on Jack Stands, Engine ON, Neutral and wheel spin on their own?

We notice this recently... my friend's DC2 had its front wheel on on Jack Stands, Engine ON, Neutral and wheel spin on their own. Since we are in neutral shouldnt the front wheel not be moving?

There is always a little bit of movement, even in neutral because the input shaft is still spinning and the fluid pressure is pushing on the drive gears.

and it's not enough to move the 1500lbs.+ car. I guarantee you could stop the tire VERY easily!
