Y5 to a Y7 is it worth it?
I wouldn't think so. If you really look at it, the Y5 is roughly the same thing as a Y7 with a Y8 head, slightly different pistons, different intake and exhaust manifolds, and a different ECU with VTEC-E.

my buddy has 500 bucks so what would be the best route in the 96 just replace the rings in the Y5 since it smokes or what I dont know what to tell him. Thats why I wanted your guys opinion and show him some actually facts that you guys might have on a Y7 if its even worth it

The Y5 is the same as the Y8 intake manifold, except that it includes EGR, which didn't appear on the Y8 until 99.
The Y8 and Y5 head castings are the same. The difference is in the valvetrain.
Despite the peak hp figures, the Y5 is the faster engine. Put the Y8 (EX/SI) trans on the Y5 motor and the Y5 will be faster.
In short, swapping from a Y5 to a Y7 is a DOWNGRADE. Get yourself a SOHC VTEC trans.
