low spd weird noise
I hear "humming" or something whiny inbetween around 20-30kms an hour
when im slowing down.
Even without hitting the brakes still makes the small noise.
could it be just my tires? or something else?

Wheel bearings are notorious for a "humming" noise at certain speeds. Try paying attention while cornering at those speeds. If turning one way the noise gets louder and the other way the noise is less, you may have narrowed it down. Also, the side you put the weight on while cornering will tell you wich side the bad bearing is on... But that's just somewhere to start. There really isn't alot of info in your post to go on. It really could be anything the way you describe it
