kind of a newbie question but here goes....
would i be spending more money to get my integ gsr into the mid-high 13's NA or it takes more $$$ to get mid 12's FI?

In my experience it costs way more money to get a car faster n/a than turbo. Especially in your heavy Integra(in comparison to a hatch). Turbo will be the easiest way to go and with the weight of the car, you'll have a hell of a time getting into the 12s. I suggest low compression and slicks at the very least.
It will be more expensive to hit 12's FI, unless you go junkyard/homemade or something. Just think a turbo kit(3000, very basic), gutted and slicks can net you 12's.....cams, good header, exhuast, tuning($2000) and you should be able to do higher 13's na...then add slicks and mid 13's NA shouldn't be too big of a deal.
In the end, I would say turbo is more cost effective.
