Yes, assuming you keep all the emissions equipment intact and use the proper ECU.

Can be yes...but wiring the car to OBD2 will be an absolute bitch.

Main thing for BAR approved swaps:
-year of the car or newer
-Correct USDM ecu for that motor
-all wiring done to OEM spec or better, no krimp and electrical tape, must be soldered/heatshrunk
-all smog equipment hooked up
-correct timing

Umm, why does it have to be obd2? Are all the pre-98 ITR swaps obd2?

All B18C5's are OBD-2.

if u swap an obd2 into a pre obd model car it only needs to meet the requirements for the pre obd model car isnt that how it works or is it different in CA?

well I've desalt with the refs quite abit when I was BARing my old setup(see sig). I've always been under the impression thay if you swap inan OBD II a or b motor into an OBD1 car you need to convert everything to the OBD of the motor. which is why there are so few cross OBD cars that are smog legal. OP, get an OBD1 GSR or B16a and save yourself the headaches(you can always mod them later )
