I ordered the jdm yellow square fog lights for my 96 civic hatchback..I took it to a shop so they can install them for me cause with my work schedule and kids I just dnt have the time anymore...the shop just told me that I need the jdm bumper in order too install them..is this true or no?
As far as I know... They're just supposed to drill them in.... THe only problem I see would be accidently ordering 99-00 fogs... But you said they were the square ones so they sould be an easy install.. Go to a different shop
Take it to another shop.

No drilling required. I used a steak knife and a a philip's-tip to install mine.
The foglights you ordered (the squares) will fit on any 96-98 bumper with very little modification. In the corners of your air dam, there should be parts that look like solid plastic with one hole on the top, two slots on the bottom, and some indented patterns (where you're supposed to cut).
Cut them out so they look like this (excuse the fucked up paint, it's my old spare bumper):

The top bracket will pinch around the top piece and secure with two bolts. There will then be a long bolt going horizontal through this bracket. The top brackets of the foglight will secure on this bolt and the bottom two tabs will slide into the bottom slot. The foglight then attaches to the bracket with a single bolt.

If the grille is gone, then they're right. You need a brand new bumper.
No grille, no foglights. Sorry, Charlie.
PS - Unless you imported an actual Civic Type R, you don't have an EK. You drive a repainted EJ6.

Using a dremel is overkill ... I used a steak knife.
