Iginition timing problem! Please help!!

I have a 94 GSR engine in my hatch. Last night, I tried avancing the timing to 18 degrees but when i turn the distributor fully, it will only go to 17 degrees!! Rotor, cap, wires, and plugs has been changed. When i did this, the car was fully warmed up, the service connector has be tripped, the timing gun was hooked up to cylinder one, and the timing gun is accurate (tested it on other ITR). I have no adjustable cam gears though i do have a set of ITR cams. Recently, i noticed worse gas mileage so that is how i discovered the problem. As well, i have developed a intermitted starting problem in which the car hesitates to start. I am thinking all these problems are linked back to this timing issue. Last night, before moving the distributor, i checked my timing and it was at 13 degrees!!! But i swear i had set it to 16 last year when i installed my ITR cams and has never been touched since. This means i have a slowly failing part. Does anyone have any ideas??
Do you mean the ECU is limiting the amout of advance or is the distributor bolt bound? The ECU should not change timing at idle AS LONG AS the engine is up to operating temp (180 deg)... I THOUGHT ITR cams required ajdustable cam gears- the centerline is different by 2 deg(?) from a GSR cam. CTR cams do not require different cam gears. There is nothing "mechanical" from stopping you from advancing the timing, mine's set at 20 deg (from 16)... except the distributor bolts.

The distributor bolt is bound. I have looked into many things.
Do you mean the ECU is limiting the amout of advance or is the distributor bolt bound?

I checked my timing belt last night.....it seems that both of the cam gears are lining up (the up arrows and the little groove on each side of it) but i am thinking could the crank slipped a tooth? If so, would it cause this??
I was starting to suspect the ECU....however, the check engine light is on while i shorted the service connector.....ARGGGG......i hate my car!!!

The ECU is NOT the problem... Try resetting the TDC on the engine, then checking the cam gears again. If the disributor is bolt bound, the cam gears are off by one tooth (4 deg), it may be difficult to see, they line up at an angle (see the Helms Manual) Sean
