Need specs

Hey guys,
i am going to buy a 1994 Prelude SI H23 for my commuter car.
I wanted to check the plugs and the timing belt befor I buy it.
What is the torque that you put the plugs back in? Is it 18 ft. lbs?
Also what is the torque on the valve cover studs?
I want to make sure the timing belt is good and doesnt need replacing before I buy this thing, and I also want to make sure that there is no oil in the plugs.
Do you guys have anything else I should check before pulling the trigger?
Car seems to run strong, however I don't want a cracking timing belt on a car that is 3 grand uh know and that will be a 700 dollar job.
He let me take it home so I could check things out for the night so I can monkey around on it all night and day if need be.
