Ran the civic out of gas and will not start
well the title describes it I had a friend who ran out of gas and now he has put gas in the car it turns over but not start. I pulled the fuel rail with the injectors still in it turn car squirt squirt just like it should. Pull spark plugs sparks just like it should. All this from running out of gas.....? Looking for suggestions or WHO knows the answer. Very Frustrating.

When you run a car out of fuel, you suck all the dirt and crap into the fuel pump sock which clogs it up, so check that. Sometimes it goes into the pump and kills it, at the very least you should also replace your fuel filter.
The fact that you ran it out of gas may have soemthing to do with it, like if you run a pool filter without water, it will burn out without the resitance of the water flow, same might apply for a fuel pump if you run it, with only air passing thru it, it may burn it out. Just an idea.
Might need to prime the pump. Turn the key back and forth about 10 times *slowly* without turning it over. This will get the fuel you just put into the tank up to the injectors and builds fuel pressure.
also couldnt hurt to change the fuel filter.

I had this happen to me years ago and the car would not re-start because I had vapior locked the fuel pump. So I had to turn the ing on and off several times to get the pump to want to flow fuel I even loosened the bleed screw under the hood at the filter.
when I say turn ing on, I did not crank the car over, just turned the key enough to get the pump moving. Hope this helps and good luck! Oh one last thing I did end up needing a second bat because mine did not have have enough cranking amps by the time I was done. So some jumper cables and a buddies car may help. My bat was pretty darn old how ever.

the fuel pump uses the gas in your tank to cool it off. so chances are good your fuel pump might have just burnt out. but if it did i dont understand how your still getting fuel to spray out of the injectors.

Exactly
.
This is the one reason why you should never let your fuel level get low. When it gets low (or in this case, out) it sucks up all the sand and debris 'n **** on the bottom of the tank and that cloggs your fuel filter and/or burns out your fuel pump.
Change the filter and pull the pump, chances are you screwed the sock filter on the pump as well (and it's probably better off if it's the original to change the fuel pump anyway).

I have repalced the fuel pump now my next mission here is to try to prime the pump and loosen the bolt at the fuel filter and let some air out. to kinda bleed the line I guess. More suggestions would be great

Why do you keep saying this? If its not going to start with the starter its not going to start by pushing it
I would take the advice from everyone here...except push starting it.. And go from there. Also make sure there is no fuses blown. I seen this happen before with F-I cars. People run there cars out of gas and it does not start and they blame it on the alarm. Infintiy cars are the wores with this situration.

irt and debris most likely stays at the bottom of the tank, the pump doesnt touch the bottom of the tank, most likly his pump failed on low gas meaning he probalby still had gas in it but it just failed leading him to belive he ran out

I assume then that you've never examined a cars fuel filter or fuel pump sock when it runs out of gas. If you did you'd know that running it out of gas WILL suck a ton of dirt and debris into these areas. The older more mileage on the car, the worse it is.

If you read the top post the op says the car turns over fine. Push starting it will do the same thing as turning ove the car with the starter. So his problem will not lie with push starting it.
