Will installing new struts/shocks raise my car a bit?
I'm running Neuspeed sports on stock shocks and one shock finally died. I'm planning on getting Tokico blues as I'm on a budget and this is my daily driver.
Back when I owned a GTI with Neuspeed Sports on stock shocks, the ride height increased by about .5" after I replaced the stock shocks with Bilstein Sport shocks. The car handled much better as well.
Would Tokico Blues or Koni Red's possibly raise the car a bit like my Bilsteins did on my VW? I'm not sure if those shocks are built like Bilstein, but the Bilsteins were very high pressure and were tough to push down on - compared to the stock shock.
I like the way the Neuspeeds handle, but at times I feel the car is TOOO low. Rather than swap them out for Eibach Pro-Kits, I was hoping to get an additional .5" with new shocks.
PS. I got these Neuspeed sports used so they've already settled.

it will or may rise them a bit ....... as the old shocks have worn you would get a little sag.... nothing to worry about
I'd chose the koni reds over the tokico blues anyday, but I think you can get tokico illuminas for about the same price. Either one is better than the blues.
To more directrly answer your question, think about the gas charge in a shock/damper for a second, the gas charge, in most cases, will not overcome the weight of the car and raise it up on its own.
Springs sag, your car sags. A shock can be completely blown but if the spring still has its same free length and is not sagging your car will not be any lower jsut because the shock is blown.
I know the yellows are out of your budget but if you want to raise it half inch with your sport springs, the koni yellows have the adjustable spring clip suting your needs for that extra 1/2". but overall, for just sport springs, I don't think the yellows would be ncessary (although very nice), the illuminas would be jsut fine, as would the koni reds.
