windshield wipers dont work

windshield wipers dont work
my windshield wipers dont work unless i plug the fuse in. when i plug in the fuse it wont stop so i would have to pull the fuse... any idea of what it is???
also the sunroof will not work either unless the fuse is in.
im thinking its the wiper/turn signal box
