91 Integra A/C problem compressor wont click on

My AC compressor died last year and I just replaced it with a used one that looks good and the clutch seems good. I also replaced the reciever/drier since that had never been replaced and its 16 years old. The system was retrofitted to R134A a few years back and holds about 24oz.
I attempted to recharge the system myself with a few bottles of R134A with stop leak and pag oil. I filled the low side port until it read 25psi. Started the car but the AC wouldnt turn on. I thought maybe because there wasnt enough pressure in the system. I checked the power wire to the compressor and it wasnt getting any power even with AC switch on and the engine on.
I manually jumped the compressor on directly the battery to make sure it worked. It turned on but didnt sound right. I put more R134A into the system in case there wasnt enough. I only put about half a bottle about 7oz and the pressure gauge shot up to 50psi! What the hell is going on? It seems like its plugs or something. Any ideas?
