im about to buy a set of desmonds and i need to know if they will fit
2 are 17x7 and 2 are 17x8 with +35 offset
if so what tires should i use

You'll need 205/40-17 size tires for your car.
If you never drive in snow, you can get the Kumho SPT in that size. $67/tire, less $10/tire rebate. If you have to use these tires in snow as well as in moderate to warm temperatures the rest of the year, you'll need all-season tires, in which case the Kumho ASX comes in that size, $62/tire less $10/tire rebate.
Most tires that size are approved for rims 7.0-8.0 inches wide. As noted above, they will look stretched on the 17x8 rims. Personally, I would not get rims with staggered widths for a Civic; you should only do that for a car that takes different size tires front vs rear. I would keep looking for a set of four all the same width (either 17x7 or 17x7.5).

i agree w/ both of these guys up top.
if u really really need to have them then 205/40 and rolled fenders will be a must. the perfect ride height w/ coilovers and a camber kit wouldn't hurt either.

i ran a 215 40 17 on my hatch before.
17x7 38 offset. i rolled my fenders a decent amount i had 0 fender gap all around.
didnt really have any rubbing problems so i think you should be ok if you rolled your fenders also.
