problems with cluster swap.

ok, i followed all the tech articles and used a good diagram for my integra cluster swap. swapped into my 95 civic EX.
but now im having problems. everything else works fine but three thing: Gas Gauge, Seat belt light, and brake/ebrake light.
none of the lights come on for the brake/seat belt. the gauge for the gas is wired right because when the battery is turn on it will go all the way to full. but when i start my car it goes all the way back to E. and stays there. im not worried about the seat belt/ brake lights working.
the bulbs are ok, the wiring has been triple checked by 4 people.
i noticed that the power wires refer you to fuse 1 and fuse 19. i checked those and they are still good. but in the wiring diagram is says the integra uses fuse slots 3 and 19. are you supposed to put the fuse from 1 into 3?
everything else wired to that 16 pin is also working and have no problems with anything else i wired up. plus i soldered all the wires. so it cant be lose connections.
any ideas, suggestions?

Sounds like you wired the wrong year cluster. Check to see what year cluster you have first, then correct the wiring. Ebrake wire is the same color as another, I think (double check that), so recheck that wire.
