Default Minor Body Damage, help with DIY

I have a dent about 9" in diameter on my rear quarter panel, and 2 white paint scratches/lines down the passenger side (the "scratches" arent really scratches, just white paint) Its not inflecting the original paint, ive been trying to remove it with my fingernails, but theres gotta be an easier way.

So heres the questions:

1) Will a dent puller remove the dent in the quarter panel
2) How can i remove the white paint easier?

It all depends as to what you mean a "dent puller." A stud gun and a body hammer would work great. But a normal suction tool like on tv won't. If you have acces to a real suction cup from a body shop you might be able to do some paintless repair. As for the white paint, you could just hand rub it out with compound.
