you might be able to use sandpaper starting from maybe 800 grit on up to 2000 grit to get it out then use plastic polisher (meguirs, mothers, ect) and buff it and then it should be good. i think there might be a headlight restore for hazing which can be applied for your scractch in the A/C forum that you can follow. same concept.
before you go ahead sanding it down, buy your self some rubbing compound and a clay bar kit. That might be able to take it out. If it does you will have to rewax the bumper.

same happened to me in my orange mazda. i do believe most of those black markings can rubb right off even with your finger. the black marking on my car were from their bumper. so it rubbed right up. lil buff after to clean her up. good to go.... nice funds for what looks like to be minor markings
