Shaking steering wheel

Shaking steering wheel
I have a 97 LX-V6 and my steering wheel started to shake a few weeks ago while at highway speeds, took it to the shop and had the following done:
new passenger side axle (cv was torn and clicking) & 4 wheel balance
Now after that was all done its fine at higher speeds but still shakes a bit at lower speeds. Also when the car is at a stop the steering wheel turns to the right, it doesnt stay straight when at a stop.
Has anyone else had this problem before?
