Default head gasket help

I have a civic that needs a new head gasket and I have seen reference to a Honda service bulletin 97-047. Parts suppliers say to replacement a leaky gasket with head gasket 12251-p01-004 and new head bolts 9005-pm30004 making reference to the bulletin.

So my questions are what are contained in the service bulletin?
Which gasket is the best Felpro (recommended the engine shop), OEM Honda gaskets, or some other brand?
What about the head bolts is replacing them necessary and why do you need to?

more info what engine? ect . fel-pro makes a nice head gasket or the oem is also a good choice

Im not sure whats in that bulletin - Ive never seen/read it.

Both Honda oem and Felpro make excellent gaskets.
Felpro has been making gaskets forever so I think they have it down pretty well.

It is highly recommended you use new headbolts after removing the head.
Reason is because the oem peices stretch and can cause the head not to sit properly, when reusing them.
However, price, effectivness, and utility-wise, going with ARP studs is a much better way to go.
There are always a few people who get away with reusing them, however I sure wouldnt...

there was just a post that had a link in it about that motor.I think it was about changing the tourqe spec on 2 bolts and changing the sequence but I can't be 100% sure of that. I will see if I can find it again

Part suppliers have this blurb on the part listings but no where can i find any info on the service bulletin.
The dealers around here just plead ignorance.

Ishino (OEM)
Cylinder Head Gasket; to replace leaking gskts
This special head gasket should be used when failure was caused by gasket leakage. Please refer to Honda service bulletin 97-047. It advises that if the head gasket is being replaced due to leakage, this is the correct replacement gasket. Also necessary are special head bolts (90005-PM3-004, 10 bolts required). If the head gasket is not leaking but is being replaced for other reasons, use gasket #12251-PM5-S02 along with the normal head bolts. Refer to the service bulletin for further installation instructions.
