Default 92 Honda civic too much brake pedal

Have a 92 honda civic with gsr swap. Bled all brakes, new Master cylinder( bench bled), rear drums adjusted. No visible leak with brake booster. Shoes in rear are near end ( not sure of specs but most likely below.) No leaks visible in brake system. E-brake works fine/ok.

The brakes depress all the way to the floor and braking is slow( with car on.)
With car off brakes operate normally.

Any help/ideas, thx

Car also idles at 1-1.5, and over 1.5 when cold.

my method is to get a friend, put line locks on all 4 brake rubber lines. step on pedal and see if fine, if not problem is the mc. if fine pull one off at a time and feel the pedal drop. a little drop is normal but not much. never fails. when pedal goe to floor you know where your problem is.
