HIDS Only Work When High Beams are On??

Or wire them up the correct way the first time...
Did you hard wire them? Something is not on there correctly, you may have wired them to the high-beam wire instead of the low beam. More details...

you have a housing that requires a H4 bulb
before i start:you are going to blind people, do a retro, do it the right way
now back on topic, the H4 bulb has a prong for + lowbeam, + high beam and - shared, your ballast's positive is using the highbeam positive and the - shared, switch your ballast's positive to the empty female connector (should be the last one of the plug without anything) and your all good, except for the illegal blinding of everyone, of course.

it was actually on my boy's car and everything was plug n play so I dont see how he could of went wrong....the seller told him he needs H4 and thats what he has

Hes talking about in the cluster, which you could do...but thats just putting a band-aid on it. Something is not correct.

just de-pin and re-pin the plug, why must people over-complicate life?

yeap u wired them to ur high beam instead of ur low beam...just rewire them and you should be fine....i went thru this a couple months ago
from personal HID H4 experince::
is the set a HID low, with a small halogen bulb thats SUPPOSED TO WORK ON HIGH?
cut the wires that go to that little high beam(if your kit has it) forget about it. when the HID's are on, the current backfeeds through them and causes the high beam indicator to glow.
on 92-5 and 96-8 civics, the HID's wire into the top and right pin's of the h4 connector(looking into the oem connector plug of the car)
i've ran into wire colors being wrong, black being hot in some cases(ebay kits).
honda fits use the other connector pin, on the left side, unlike my 92-5 and 96-8 car(they use the top and right pins)
i have CTR replica lenses, but they have the usdm bulb shield, AND my bulbs have there own shield, i NEVER get bright lighted at night, ONLY on a hilly narrow road where i spot the driver directly in the eye
