Yeah, oil level is a big factor. Also, you should be seeing a CEL if the VTEC is malfunctioning.

1. no caps.... i dont know why.. just dont use it excessivly
2. check oil (vtec wont engage and you will have a check engine light come on due to it) <~~ know from experience
3. dont get mad (keep your calm)
other than that. i got nothing!

you wont get a cel if you try and hit vtec with no oil
There are plenty of sensors that have to function to get vtec. You probably dont have it wired up, I wonder what your IQ is, your pretty dumb.
1: Your english is of poo
2: You can't spell
3: You actually swapped in a B16, and now your complaining about Vtgaacky8y0 not hitting, with the caps on like vtech just kick in j0b
4:you dont know how to diagnose this.
What sensors are not working? there are 10 million threads about this.

vtec+novtec=CEL.
even if the vtec wasn't wired up, if the civic had the correct ecu it would throw a CEL. but you checked that already right. do you know what ecu to look for?
all it takes is for one any sensor to go out and vtec will not work.

no im being serious, you wont get a CEL if your vtec isnt working. Your vtec wont kick in if you have a Cell for most of your sensors.
I have never heard of A cell just popping up because your vtec isnt engaging. Whats the Code? Say you have low oil, or low oil pressure, what cell pops up when you hit vtec cross over @ WOT.
I have hit vtec with maybe 2qt's of oil, and 0 cel.

actually yes it will throw a code.
for some reason whether the solenoid goes out, or a disconnection the wires it should throw a code 21 or 22. if you have a vtec ecu i know it will throw a code.

now, to solve your problem here is it's not that your vtec isn't working, because it is. it's because you have a SOHC. that's the reason
A. you have no CEL
B. you can still revv it up to redline
C. need to upgrade motor if you want hear/feel vtec working.

Your oil level needs to be @ a certain level in order for Vtec to engage, you also need to have enough oil pressure. My solenoid screen was clogged, and Vtec was not engaging. I cleaned it, and vtec engaged. The ONLY cel I have ever gotten was code 92 for fuel EVAP.
I dont know if its different from ECU to ECU, but usually if your Vtec isnt working, you get a CEL for the sensor aka VSS or o2.

i am aware of how oil and vtec go hand and hand. also the vss and o2 sensors aren't the only reason you can get a cel. there is a whole list of reasons you can get a cel:

I had the same problem several months ago; however I had a cell for vtec SOLENOID. It didnt occur until I had sprayed some engine degreaser and accidently sprayed some on the vtec connector (not sure the technical term to refer to)so I disconnected the vtec and between Q-tips and air drying it solved itself and havent had a cell since.
when you test drove it did it hit?
are you throwing any codes...
clean solenoid..

if works your car will pull hard like this..
or not...
