No Vtec after 100mph!

This question is actually for one of my friends. So I'll make it a short one.

He has a 95 EG with a jdm B16 and for some reason it's not hitting vtec in 4th gear or when it gets up to 100mph and up. What would the problem be?

At 100mph what rpm is he at. And wtf is your so call friend doing 100mph for.
