Default car not running right

a little background on the situation, i have a 90 hatch Si, i swapped a b16 in OBD0 and it ran fine. then i blew the differential and had to swap transmissions. When i got done swapping the new tranny on we had to jump it cuz the battery was dead. One of the ground on the battery wasnt connected and it arched. When i went to drive it it would not go past 3500 rpm sounded almost like it was boggin but just stays at 3500. If you are in neutral and hold the pedal to the floor it will go up to 6000 and come back down to 4000 and just stay there. I replaced the ecu and nothing, the resister pack nothing.

i just saw today that my i am throwing my tps code but the cell on the dash doesnt pop up. what else could be causing the engine to do this?

You probably should try to clear that TPS code up. The light in the cluster for the CEL simply may have burnt out . I'd try testing your TPS to see if it's within the proper voltage. Good luck, electrical demons are the worst.

0.45-.5 at throttle closed, 4.5 wide open.

It looks as though a D series would fit, but I'm not totally sure on that. I looked at my D series and my B series and they look the same. I would try to find one for free or for cheap and see if it works.
