Default Wiring question

I have a buddy that has a 98 ex civic coupe. It has a SOHC vtec swap and is in relativly good condition relating to all its wiring etc. He wants neon to be put underneath his car and I said I would do it but am not sure whats the best way to wire it so it can include some type of switch to turn it off and on from inside the car.

If any one has any ideas on whats the best way for me to do this having 4 neon tubes wired along with an on and off switch inside that car... let me know. I appreciate any help that can be given.

haha yea. I would agree but he picked them up for free so why not. I figured I wouldnt splice into any existing circuit wires for a poistive connection but rather run it directly off the positve terminal on the battery so I can also wire up a switch. I dont want to draw any voltage of an exicsting circuit so he doesnt blow it.
