Car Surges at 25mph 2nd gear maybe 3rd too... wtf?

Car Surges at 25mph 2nd gear on the Dyno.. wtf?
I was running my car on the dyno trying to smog it for practice (ASM Test). I got a 5sp usdm d15b. NO CEL.
The 50/15 test ran fine in 1st gear..
For the 25/25 test, i accelerated and shifted gears (2nd now) accelerated to 25mph... 3 seconds in 25 mph with steady throttle, the car slows down to 18-20mph (loss of power).. I accelerate lightly and a few seconds it surges and hits 30mph (too much power) and soo i cant keep the 25mph range... during all this time car lightly misfires.... ASM Test kicks me out for speed violation.
Not a tranny problem because it was like this with my other tranny too.
Anyone got tips on what i should look at?

anybody knows what would make it misfire going around 25mph???
today i'll probably be testing out the tps. anyone know what else i sould test out?
