bonding a lip to a bumber.. how..?
sem panel bond wipe it on with your finger sand it smooth then take some putty wipe over it sand it down prime and paint easy as pie

SEM is a company, not SEW as in making clothes...... He said, purchase SEM panel bond and use that like 'filler' to bond the lip to the bumper, then sand it smooth, prime it and paint

A friend of mine did this, it looked really nice, but 5 months later it started to crack from daily driving and Texas heat warping and expanding the bumpers. I don't think theres any way of not making it not crack, unless it's gonna be on a non daily garage queen.
I wouldn't suggest it, the lip is going to need to move around a bit. Seeing as how the bumper is flexible, and if the bumper is flexed the lip will have to flex also. If you have plastic filler on it or fiberglass it will most likely just crack. Not worth the hassle.

you can get it to work but I would take the lip off sand the back side where it contacts the bumper and also sand it in the same place on the bumper. use some 80 grit to do this, then use some adhesion promoter and some panel bonding adhesive on both peices and stick them together. after that do the same along the crack on the outside. Next just finish with some flexible body filler and proceed as usuall with primer and paint
