Default TDC on Crank Pulley keep jumping

Got a D16Z6 motor and had the head re-surfaced with a new head gasket but the TDC on the Crank Pulley keeps on jumping. Using the Timing Gun, the TDC mark kept on jumping back and forth from the pointer on the timing belt cover. Plus the timing belt is slightly loose on one side. Could the tensioner cause the problem or does anybody know what would the problem be.

Thanks

is it missing really bad, dropping that cylinder? that makes it jump. it fires the plug wire every other time that piston comes up at the same time hopefully flashing the light. so if its not doing this somethings wrong or theres a bad connection. also it will try to move timing back inside the ecu if you dont jump the wire.

I've used cheap timing lights that have the mark jumping (inconsistent flashes from the timing light) If you know any mechanic buddies, try using a quality one if they have it.
