Default Gauge cluster works fine, but no tach. already searched

i just finished putting my project car together and i started it up with everything working fine. i get an rpm reading on my VAFC but none at the tach. i checked for voltage at the dizzy to see what to look for and unlike what ive read the voltage doesnt really sweep with rpm. it just jumps around back and forth. the rpm at the vafc is definatly correct, as the car warms up the revs drop. figuring i was getting a correct signal to the ecu i checked for voltage at the cluster and got a somewhat steady 13.5.... wtf. can anyone shoot me in the right direction of what i may be doing worng? i tested the only solid blue wire in both locations.

also does anyone know the pin on the ecu where the rpm signal comes out and goes to the cluster? i may try running a wire from that to the cluster and see what happens

any help is greatly appreciated

check continuity from dizzy to the tachometer. if its there then swap out the cluster

got continuity, .4 ohms, so i guess ill get another cluster and switch them out. thanks for the help
