Yep, all you have to do is swap the bulb sockets into the new taillight housing.
FYI all coupes/hatches in 99-00 came with red/clear taillights.

The bulbs will not simply swap over. All the coupe taillights bulbs are the same EXCEPT the turn signals.
If you plan to swap to the newer taillights, make sure you also have the '99-'00 wiring harness from the lights.
There are amber bulbs that fit in the '96-'98 turn signal sockets, but they are harder to find and more expensive than the amber bulb for the '99-'00 turn signal sockets.

what we did at the shop (because the guy wanted to save some money on bulbs) was buy an ornage bulb condom to slip over the bulb, the clear bulbs are a good dollar to a dollar 50 cheaper than the amber

I never had a problem with that on my 97 hatch. It had 00 hatch tailights on it.
I guess I just got lucky and found the right bulb?
Damn, NOFX is teaching me new ish all deh time.

The bulb condoms can't be found at all stores. Also, the bulbs usually come in packs of two, so even if the amber were a whole $1.50 more, you're getting two bulbs.
When the wire harnesses come with the '99-'00 coupe taillights, it does not increase the value of the used taillights. I've seen them go for $100 either way.
Also, say I ever sell my car, I just include a note in the owner's manual that the taillights require bulbs for a '99 instead of a '98 and the new owner won't have any troubles.
