It should. I did this kind of swap on my old 96 coupe and I only had to change to an amber colored flasher bulb. A white blinker is something I could get pulled over for.

When the 6th generation had a facelift from 98 to 99 the amber was taken out of the tail lights. 99-00 models had clear and red, previous models 96-98 had red, amber, and clear. 96-00 tail lights all swap as long as the body style is the same (derrr).

'96-'00 coupe taillights are all interchangeable. The '96-'98 coupe taillights have an amber lens for the turn signal and use a clear bulb. The '99-'00 coupe taillights have a clear lens for the turn signal and use an amber bulb.

'96-'00 hatch taillights are all interchangeable. The '96-'98 hatch taillights have an amber lens for the turn signal and use a clear bulb. The '99-'00 hatch taillights have a clear lens for the turn signal and use an amber bulb.

To switch to the other year span taillights you're going to ideally want to use the taillight harness (attached to the light assembly) for the lights you are using. You can also use your stock harness and just switch bulbs, but sometimes it might be difficult to find an appropriate light bulb locally.

Sedans are a bit different.

'96-'00 sedan taillight outer sections are all interchangeable. The '96-'98 sedan outer taillights have an amber lens at the bottom of the light for the turn signal and use a clear bulb. The '99-'00 hatch taillights have an amber lens at the top of the light for the turn signal and use a clear bulb also.

'96-'98 sedan taillight inner sections are smaller and more square in shape. The '99-'00 sedan inner taillight sections are larger and more pointed at the bottom. To swap the inner taillight sections you also need to swap a trunk from the appropriate year span Civic sedan.

Besides the sedan lights.

The EM1 (Si) has the same lights all other '99-'00 coupes use (for their country).
